Decode Politics: What is the TASMAC ‘liquor scam’ in Tamil Nadu that has BJP on the warpath against DMK

 For successive ruling parties in Tamil Nadu, the TASMAC, a government body that runs liquor shops has not been just a cash cow for the exchequer but also a political war chest that allegedly funds electoral operations and party expenses. 

On Monday, the Tamil Nadu BJP intensified its clash with the ruling DMK, with its state chief K Annamalai and senior leaders arrested before a planned protest against the alleged Rs 1,000 crore Tamil Nadu State Marketing Corporation (TASMAC) scam.


Among those detained were former Telangana Governor Tamilisai Soundararajan and Coimbatore South MLA Vanathi Srinivasan. The police blocked the BJP workers from marching to the TASMAC headquarters in Egmore, leading to chaos across Chennai.


While the BJP has framed the case as “proof of DMK’s corruption”, the larger battle is seemingly political as the fresh wave of accusations has come at a time when the ruling party has been at loggerheads with the Centre over “Hindi imposition” through the National Education Policy (NEP) and the proposed delimitation.


For the DMK, the arrests are part of a long fight with the BJP-led Centre against “targeted attacks” on its leaders. A senior DMK leader told The Indian Express that the BJP had used central agencies for “disruption and coercion” before, referring to the Enforcement Directorate’s (ED) arrest of state minister Senthil Balaji last year in a money laundering probe.


What is TASMAC and is it connected to political parties?

TASMAC was established in 1983 under then Chief Minister M G Ramachandran who intended to regulate liquor sales and eliminate the hazards of illicit liquor. What began as a government initiative to provide “cheap and good quality liquor” soon became a sprawling state-controlled monopoly, generating staggering revenues for the government.


At present, TASMAC operates about 7,000 retail outlets and handles the supply of about 3 lakh or more bottles in varying quantities. The licensed distilleries supplying liquor are owned by politically connected individuals from both the ruling and Opposition parties. While liquor is legally sold through TASMAC’s official channels, a parallel, unaccounted trade also thrives under its umbrella.


What is the ED investigating?

The roots of the current controversy lie in the ED’s investigation into alleged financial irregularities in TASMAC.


The agency announced on March 13 that multiple FIRs had been registered in the case under the Prevention of Corruption Act, 1988, citing bribery in liquor tenders, transfer-posting scams, and retail overpricing.


A week earlier, the ED’s search operations reportedly unearthed key evidence of manipulation in transport and bar licence tenders. The agency claimed to have found instances where tenders were awarded despite only a single applicant participating, raising concerns about cronyism in awarding contracts.


Furthermore, the probe implicated major distilleries such as SNJ, Kals, Accord, SAIFL, and Shiva Distillery and bottling companies such as Devi Bottles and Crystal Bottles. Investigators claim these companies systematically inflated expenses and used fake invoices to illegally generate more than Rs 1,000 crore that was funnelled back as bribes to ensure favourable policies and continued contracts with TASMAC.


The alleged corruption in the TASMAC is said to be two-fold: first, through an unaccounted billing system, and second, through direct overpricing at retail shops. Every bottle sold at a TASMAC outlet is allegedly charged an additional Rs 10 to Rs 50 over the Maximum Retail Price (MRP), an illegal surcharge that, when multiplied across lakhs of daily transactions, generates hundreds of crores in untraceable cash every year.


Investigations have also pointed to systematic favouritism in procurement, where liquor supply contracts are awarded to politically favoured distilleries, pushing out nationally reputed brands in favour of local manufacturers with questionable quality standards.


An ED source said TASMAC shops serve as fronts for a shadow trade in liquor that does not officially enter the government’s supply chain, “allowing the government-run monopoly to operate with dual pricing mechanisms, one for the official books and another for the vast, unchecked black-market trade”. Why has the long-simmering issue surfaced now?

While the BJP has seized on the alleged scam, a senior ED official said the latest case was a consolidation of existing vigilance and criminal cases, many of which date back to the AIADMK’s tenure.


According to the officer, of the 41 cases compiled under the broader TASMAC corruption umbrella, 34 originated during the AIADMK regime, with only seven linked to DMK rule.


This has not stopped Annamalai from launching an all-out attack on only the ruling party. Last week, the BJP leader alleged that Balaji was the “kingpin” behind corruption in Tamil Nadu’s liquor industry. He likened the TASMAC scam to the alleged Delhi liquor policy case in which the Aam Aadmi Party (AAP) found itself entangled in an ED investigation.


His comments were met with immediate pushback from the DMK, with Balaji asserting that all purchases and supply orders in TASMAC are based on transparent procurement calculations. The minister also accused the BJP of deliberately inflating the corruption narrative for political mileage.


Is there a larger political battle?

The timing of the BJP’s renewed attack on DMK is amid a larger struggle between the two parties over Tamil Nadu’s autonomy. Over the past month, Stalin’s government has rallied the state’s political spectrum, including the AIADMK, against the Centre’s push to impose Hindi and proposed delimitation, a move that many in Tamil Nadu see as reducing the state’s influence in national politics.


The BJP, in turn, appears to be shifting focus toward corruption as a pressure tactic, a method that proved successful in bringing down Opposition governments elsewhere. The DMK, however, has already weathered multiple attacks, including the arrest and jailing of Balaji for almost a year.


A senior DMK leader said such cases were meant to “disrupt”.


“T T V Dhinakaran was arrested in 2017 in a bribery case by the Delhi Police and sent to Tihar Jail. Where did that lead? The Income Tax Department raided over 150 properties linked to Sasikala’s family. What happened? Nothing. These were tactics used for political gain. Dhinakaran and the Sasikala family landed up in NDA finally,” the leader said.


For now, the DMK remains defiant, but the coming months could determine whether the BJP’s strategy of using corruption allegations can successfully erode the ruling party’s dominance or if the DMK can hold its ground amid yet another high-stakes battle with the Centre.

Five years after Covid outbreak, National Wildlife Health Policy takes shape

 Five years after Covid-19 was declared a pandemic, caused by the SARS-CoV-2 virus that likely jumped from bats to humans possibly through an intermediary animal host, the Centre is reviewing an interim draft of a National Wildlife Health Policy (NWHP) that has proposed integrated wildlife disease surveillance, research and setting up of new diagnostic labs, The Indian Express has learnt.

Five years after the outbreak of the Covid-19 pandemic, caused by the SARS-CoV-2 virus that likely jumped from bats to humans possibly through an intermediary animal host, the Centre is reviewing an interim draft of a National Wildlife Health Policy (NWHP) that has proposed integrated wildlife disease surveillance, research and setting up of new diagnostic labs, The Indian Express has learnt.


Following a ministerial review and revisions, inter-ministerial consultations are likely, it has been gathered.


With over 60 per cent of emerging infectious diseases impacting humans getting transmitted from animals to humans as per the government, the concept of One Health – which focuses on approaching human, animal and environmental health together – has assumed importance.


The NWHP will align with the Centre’s National One Health Mission, which coordinates cross-sectoral efforts for pandemic preparedness, integrated disease control and disease outbreak responses.


Wildlife acts as a reservoir of pathogens and thus monitoring their health, in the wild and in captivity, has become an imperative. As per government data, India has a network of 1,014 protected areas which includes 106 national parks, 573 wildlife sanctuaries, 115 conservation reserves and 220 community reserves spread over 5.32 per cent of its geographical area. These areas harbour terrestrial, avian and marine species.


The Environment Ministry’s Central Zoo Authority (CZA) is anchoring the policy drafting, the office of the Principal Scientific Adviser has driven the consultations with subject experts, and the Indian Institute of Technology, Bombay is supporting these agencies in the policy formulation. A core working group consisting of these three bodies and private consultancy firm Ernst and Young worked on the policy formulation.


Seven working groups gave key recommendations on themes ranging from disease surveillance and wildlife health research to capacity building and regulatory framework, it has been gathered. These working groups held discussions for about four months last year and gave thematic recommendations. For instance, the disease surveillance-related group proposed a surveillance system with a focus on terrestrial, marine and avian ecosystems


The National Referral Centre for Wildlife (NRC-W), whose foundation stone was laid by Prime Minister Narendra Modi in Junagadh, Gujarat on March 3, will serve as a key hub of the new framework on wildlife health management. NRC-W will act as a referral centre to investigate wildlife mortalities, outbreak events and also facilitate disease diagnostics, treatments, and could be one of the nodal authorities for surveillance.


Experts involved in the policy drafting explained on the condition of anonymity that currently, a lot of animal disease surveillance, research and reporting happens in silos. “The environment ministry is the nodal authority for the implementation of the Wildlife Protection Act and coordinates the protection of wildlife habitats with states. But a lot of surveillance and reporting happens through the Ministry of Agriculture and the Department of Animal Husbandry,” an expert said.


“Meanwhile, wildlife biologists are also working independently on monitoring, but there are gaps in information exchange. A unified policy will immensely help in cross-sectoral collaborations,” the expert added.


A national wildlife health database and a wildlife health information system are two of the key policy recommendations. The former can act as a centralised repository of real-time or near-time surveillance data, historical data along with databases from animal husbandry and human health. The wildlife health information system, it is learnt, has been proposed to streamline disease surveillance, facility-level reporting and spatial-temporal data.


Another expert associated with the drafting process explained, “We already have the National Animal Disease Referral Expert System and National Animal Disease Reporting System, which collate data and use algorithms to forecast outbreaks and prevent them. A new wildlife health database and information system could work in tandem with the existing systems.”


The establishment of satellite diagnostic labs is another broad theme emerging in the policy. These labs, those aware of the matter said, will help enhance wildlife disease diagnostics and timely detection. These could be set up near important forest habitats, it is proposed.


The recommendations also included stepping up engagement with communities, for instance, to improve vaccination among cattle near national parks.

Visiting US Director of National Intelligence Tulsi Gabbard said Tuesday that she was looking to build on the strong security partnership with India, including cyber security, emerging tech and Artificial Intelligence.


Speaking at the Raisina Dialogue, a conference organised by the Observer Research Foundation (ORF) and Ministry of External Affairs in Delhi, Gabbard said she met her Indian counterparts and heard “directly from them about the very serious concerns that you have here of your own security interests”, and underlined that “America first is not America alone”.


She said they are also looking for opportunities where they can “build off of what is already a very strong partnership that has gone on for quite some time and again, take advantage of the new administration to pick up that momentum and find those other opportunities”.


“From an intelligence sharing standpoint, knowing that in our role, our ability is to make sure that we are providing the best timely and relevant intelligence reporting to our leadership so that they can make the best informed decisions, but obviously strengthening our security partnership, our economic partnership that President (Donald) Trump and Prime Minister (Narendra) Modi really laid out in their compact statement when Prime Minister Modi was in Washington, DC,” she said.


“There’s huge opportunity for continued growth and continued investment in our mutual interests,” Gabbard added.


Asked by ORF president Samir Saran whether that included a focus on emerging technologies and the frontier tech areas, she responded, “Absolutely, it’s impossible to have a conversation about both the challenges and opportunities we face without focusing on the very quickly evolving cyber security needs, the vulnerabilities that exist, and the need to maximise emerging tech and AI and other capabilities to strengthen our security interests.”

“In accordance with the political echelon, the IDF and ISA are currently conducting extensive strikes on terror targets belonging to the Hamas terrorist organization in the Gaza Strip,” the Israeli army said in a post on X.



An Israeli government statement accused Hamas of rejecting multiple ceasefire proposals. “Israel will, from now on, act against Hamas with increasing military strength,” Prime Minister Benjamin Netanyahu’s office said, according to Reuters.

Hostages and ceasefire breakdown
The ceasefire, established in January, initially saw Hamas release 33 Israeli hostages and five Thai nationals in exchange for about 2,000 Palestinian prisoners. However, talks over the remaining 59 Israeli hostages broke down. Hamas insisted that Israel commit to a full withdrawal from Gaza, while Israel sought an extended truce without making such a concession.

Hamas accused Israel of violating the agreement. “We demand that the mediators hold Netanyahu and the Zionist occupation fully responsible for overturning the deal,” the group said in a statement reported by AP.
